APPROVAL OF AGENDA

Approved as presented.

Councilmember [Beth] Munns made the motion to excuse Councilmember [Jim] Woessner from the August 15 meeting, seconded by Mayor Pro Tempore [Tara] Hizon. The motion passed unanimously.

PRESENTATIONS

Honors and Recognitions

Oak Harbor Police Department Recognition was moved to later in the meeting when the officer receiving the recognition was available. 

PUBLIC COMMENT

The Council received public comments in advance of the meeting regarding the supervision of a minor, and Naval Outlying Landing Field (OLF) Coupeville. Additional comments were received from a member of the public present about the annexation of property, and a report from Oak Harbor Garry Oak Society President Laura Renninger regarding acceptance for Smith Park to the Washington Heritage Register (future receipt of letter and display of bronze statue in the park to come), and the Society’s new brochure for the Acorn sculpture. 

CONSENT AGENDA

The following items were approved as presented:

  1. Approval of Minutes for the August 15, 2023 – City Council Meeting and August 23, 2023 – City Council Workshop
  2. Approval of Payroll and Accounts Payable Vouchers
  3. Authorize the Mayor to Extend the Professional Services Agreement: Cabot Dow Associates, Inc. for Comprehensive Classification and Compensation Study for Non-Represented Employees
  4. Professional Services Agreement, Amendment No. 4 with Tim Shelley, Jr. for Videography Services 
  5. Professional Services Agreement: Change Order No. 4 with American Construction: Repair of Boat Ramp Float 
  6. Resolution 23-20:  Authorizing the Mayor to sign a Recreation Conservation Office (RCO) Local Parks Maintenance Grant Application

COUNCIL COMMENTS

  • Councilmember Munns thanked the Oak Harbor School District for including the Council in their high five event welcoming students back to school. She reminded all to slow down in neighborhoods with school back in session. There will be a Military Appreciation Picnic, including free lunch and fun events for kids from 12 p.m. – 4 p.m. at Windjammer Park on September 16. 
  • Councilmember Woessner reminded all about weekend events, including, the Car Show on Friday night, the Naval Air Station Whidbey Island base open house event on Saturday, and the Hydro for Heroes event on Saturday and Sunday.
  • Councilmember [Shane] Hoffmire mentioned the “Oak Harbor is Community” post on social media regarding the Oak Harbor Music Fest.

Captain Slowik and Chief Dresker presented a recognition award to Officer Lolmaugh. 

PUBLIC HEARING & MEETINGS

Continuation of Public Hearing

City Administrator Blaine Oborn presented the continuation of the hearing to adopt Ordinance No. 1979 approving the Franchise Agreement with Comcast Cable Communications, LLC. After Council discussion, Councilmember Hoffmire moved to adopt Ordinance No. 1979 approving the Franchise Agreement with Comcast Cable Communications, LLC., seconded by Mayor Pro Tempore Hizon. The motion passed unanimously. Councilmember [Bryan] Stucky responded to questions he received stating that it is a non-exclusive agreement. 

OTHER ITEMS FOR CONSIDERATION

Police Department:  Opioid Settlement Allocation of Funds

Chief Dresker introduced Captain Tony Slowik to present the background, strategies, and costs associated with the proposed allocations. The presentation was followed by a discussion by Council with Captain Slowik and Chief Dresker. Councilmember [Chris] Wiegenstein made the motion to approve the allocation of Opioid Settlement Funds as recommended by the three-strategy approach presented, seconded by Councilmember Hoffmire. The motion passed unanimously. 

REPORTS AND DISCUSSION ITEMS

Multi-Family Tax Exemption Update

Development Services Director David Kuhl introduced presenters Anthony Hemstad and Cheryl Swab from Hemstad Consulting who provided an information-only presentation regarding MFTE. The presentation was followed by a Council discussion and receipt of public comments from the audience. 

EXECUTIVE SESSION

Executive Session: Per RCW 42.30.110 (1) (i) to discuss with legal counsel, litigation, or potential litigation. No action was taken. 

ADJOURN

The meeting adjourned at 8:45 p.m.
