CAMANO: What will this Safety & Infrastructure Levy cost?

Stanwood-Camano School District

After voters rejected the previous Capital Levy in 2022, the district consistently received feedback from voters who said maintaining a stable overall school tax rate (combining local bonds and levies) at a lower total rate than 2022 is a priority.

We listened to that feedback. This proposed four-year levy is structured to flex each year to provide essential funding for facility needs without creating sudden spikes in the tax rate — illustrated by the dark blue in the bar graph above.

Property owners can calculate their cost from this levy by using the estimated rate per $1,000 of assessed property value, which is different each year:

Year | Estimated rate of this levy per $1,000 of assessed value

2027 | $0.19

2028 | $0.53

2029 | $0.40

2030 | $0.37

For example, in 2027, for a home assessed at $500,000, the cost would be about $95 for the year — or roughly $7.90 per month. In 2029, the cost for the $500,000 home would be about $200 for the year — or roughly $17 per month.

But what if your personal property value doubles between now and 2029 — won’t property owners pay double? No.

When voters approve a school levy, they approve a total dollar amount that the district can collect each year — not a fixed tax rate.

So, if property values increase or more homes are built, the rate adjusts downward to ensure the district collects only the total dollar amount that voters approved, as illustrated in the graphic below. For this levy, the district is asking voters to approve the following amounts: $2,400,000 in 2027, $6,700,000 in 2028, $5,200,000 in 2029, and $4,900,000 in 2030.
