APPROVAL OF AGENDA

Approved as presented. 

Mayor Severns presided over the meeting. Councilmember Marshall made the motion for Council to excuse Mayor Pro Tempore Hizon and Councilmember Woessner from the meeting, seconded by Councilmember Wiegenstein. The vote passed unanimously. 

PRESENTATIONS

Honors and Recognitions

EMT Matthew Buckles from Whidbey Health presented citizen recognitions for community members that acted heroically to save a man’s life in May. 

PUBLIC COMMENT

The Council received three public comments in advance of the meeting regarding the development of a tiny home village, accessible playgrounds, and SPIN Café. Additional comments were received during the meeting regarding speeding on SW Barrington and SW Fairhaven, SPIN Café (homelessness), conflict of interest, and Big Brothers Big Sisters upcoming golf tournament.

CONSENT AGENDA

The following items were approved as presented, except items c, d, and e.:

c. 2022 Sanitary Sewer Rehabilitation – Final Contract Voucher Certificate

Councilmember Hoffmire pulled this item from the Consent Agenda. City Engineer Alex Warner presented the item to meet the requirements to receive Council approval before closing out the project. Councilmember Munns moved to authorize the Mayor to sign the Final Contract Voucher Certificate for the Sanitary Sewer Rehabilitation, seconded by Councilmember Hoffmire. The vote on the motion passed unanimously.

d. 2023 Hot Mix Asphalt Overlay Project – Increase to Change Order Allowance 

Councilmember Hoffmire pulled this item from the Consent Agenda. City Engineer Alex Warner presented information about the missing quantities and increase of $150,000 to cover costs. Councilmember Hoffmire made the motion to increase the change order authorization of the Public Works Director by $150,000 on the 2023 Hot Mix Asphalt Overlay Project construction contract with Krieg Construction, Inc., seconded by Councilmember Munns. The vote passed unanimously. 

e. Fakkema Road Paving Project Award of Contract

Councilmember Marshall pulled this item from the Consent Agenda. Project Manager Brett Arvidson presented the background on the project, bid process/results, and selection of Kreig Construction, Inc. as the only bidder. Councilmember Marshall moved to award the contract for the Fakkema Access Road Paving Project to low bidder Krieg Construction, Inc. in the amount of $119,526.00, second by Councilmember Munns. The vote passed unanimously. 

h. Professional Services Agreement: Granicus (formerly GovQA) Contract Renewal 

Councilmember Munns asked to pull this item from Consent Agenda to ask staff questions about the vendor. Communications/IT Manager Sabrina Combs responded to questions. This item did not require a motion because it was previously approved with the Consent Agenda.

COUNCIL COMMENTS

Councilmember Munns presented the Oak Harbor Youth Sailing Day French Youth Regatta and details of the race. 200 people attended the event, with half staying Friday and Saturday nights supporting our local businesses. North Whidbey Help House is collecting food for Christmas in July. 

Councilmember Hoffmire commented on the Independence Day activities from the Chamber and Main Street. 

Councilmember Stucky asked if the staff would be providing an update on speeding. City Engineer Alex Warner commented on the current funding the City has and how the funds can be utilized. Additionally, the staff is working on a Safe Streets for All action plan using grant dollars with Island County. Chief Dresker appreciated the partnership with Public Works and talked about options, education, and enforcement. 

PUBLIC HEARINGS & MEETINGS

Resolution 23-12: Declaring Certain City Property of the Water, Solid Waste, Storm Drain, and/or Sewer Utility to be Surplus

Central Services Supervisor Sandra Place presented the list of items for surplus. Mayor Severns opened the public hearing. No comments were received. Councilmember Marshall moved to set a Public Hearing date of July 11, 2023, to adopt Resolution 23-12:  Declaring Certain City Property of the Water, Solid Waste, Storm Drain, and/or Sewer Utility to be Surplus Property, seconded by Councilmember Wiegenstein. The vote passed unanimously.

Ordinance No. 1978: Amending the 2023-24 Biennial Budget – Mid-Year 2023

Finance Director David Goldman introduced Finance and Performance Analyst Chas Webster. Finance and Performance Analyst Webster presented the list of Budget Amendments. Mayor Severns opened the public hearing. No comments were received. Councilmember Marshall moved to adopt Ordinance No. 1978 Budget Amendment #2, amending the 2023-2024 Biennial Budget and adopting an updated wage and salary schedule and plan of classification, seconded by Councilmember Munns. The vote passed unanimously. 

Ordinance No. 1979: Approval of Franchise Agreement – Comcast Cable Communications, LLC

City Administrator Blaine Oborn presented the background, negotiation by City Attorney Hillary Evans, and recommended action. Mayor Severns opened the public hearing. No comments were received. Councilmember Munns moved for Council to continue the public hearing to August 2, 2023, and pursue changing the agreement from ten years to five years with a stipulation for them to improve services for the City, seconded by Councilmember Stucky. The vote passed unanimously. 

ORDINANCES AND RESOLUTIONS

Resolution 23-16: WA Department of Ecology Integrated Planning Grant Application 

Grants Coordinator Wendy Horn presented the background of the properties, completion of phase one and phase two environmental site assessment and contaminated soil. The assessment details were sent to the Washington Department of Ecology (WA DOE) for their Remedial Action Grant and Loan Program and Brownfields Funding that WA DOE also administers. The grant does not require matching funds. Public Works Department wants to request $200,000 for drilling and monitoring wells to assist with Clean Up activities, development of a plan, and start mitigation and redevelopment of the project site. Councilmember Hoffmire moved to approve Resolution 23-16, authorizing the Mayor to sign an application to the Washington State Department of Ecology for the Integrated Planning Grant, seconded by Councilmember Wiegenstein. The vote passed unanimously. 

Resolution 23-18: WA Recreation Conservation Office Outdoor Learning Grant Application – Parks & Recreation Department

Parks and Recreation Director Brian Smith presented the resolution for the grant. No matching requirement, and the $50,000 will be combined with the Federal forestry grant to develop programs for Marina Salmon Rearing, Ecology, STEM programming, and Arbor Day to benefit about 800 youth in the community. Councilmember Stucky moved to approve Resolution 23-18, authorizing the Mayor to sign a Recreation Conservation Office (RCO) Grant Application for the Outdoor Learning Grant (OLG), seconded by Councilmember Hoffmire. The vote passed unanimously.
