  • WSU Extension: WSU update to the Board and Agreement
• 9:30 AM: Human Services
  • School to Work Program: Program Agreement between the State of Washington Department of Social and Health Services (DSHS) Division of Vocational Rehabilitation. This contract funds the County School to Work activities. Mike Etzell will briefly describe a few new updates to the program.

  • Reappointment to the Law & Justice Council Citizen Representatives, District 1, Position 3: The Board has received a request for reappointment to the law & Justice Council citizen representatives, District 1, Position 3
  • Appointment to the Planning Commission: The Board had received a request for appointment to the Island County Planning Commission, Position 1, District 2
  • Appointment to the Lodging Tax Advisory Committee: The Board has received a request for appointment to the Lodging Tax Advisory Committee, Position 4
• 9:55 AM: Superior Court
  • Contract between Administrative Office of the Courts and Island County Superior Court for reimbursement of a percentage of cost in order to comply with Trial Court Security criteria: Grant contract to provide reimbursement of a percentage of overall court security costs in order to comply with the Trial Court Security criteria established in GR36.   • Contract between Administrative Office of the Courts and Island County Superior Court for reimburse for costs associated with attorney appointments and court visitor appointments made in Uniform Guardianship, Conservatorship and Other Protectives Arrangement Act (UGA): Grant Contract between Administrative Office of the Courts and Island County Superior Court for reimburse for costs associated with attorney appointments and court visitor appointments made in Uniform Guardianship, Conservatorship and Other Protectives Arrangement Act (UGA). • 10:20 AM: Budget/ARPA
  • Broadband Update: The ARPA / Broadband Coordinator is responsible for identifying in what ways Island County can and should be involved in the provision of broadband access to residents. He is providing an update on projects related to preparing Island County for better accessibility and service. Projects include:
    • Inserting more demonstrative broadband language into the Comprehensive Plan Update
    • Updating and correcting information for the FCC National Broadband Map
      • Add a public BSL layer on IC GEO map
    • Applying for BEAD grant funding for broadband infrastructure development
      • LOC requirement and WA Leg match obstacle
    • Implementing Digital Equity projects using existing or forthcoming grant funds

  • 2025 – 2030 Proposed Capital Improvement Plan (CIP): Review and discuss proposed CIP spreadsheet. It is requested to move the CIP forward to consent to schedule a public hearing with a suggested date of September 10, 2024 following the Transportation Improvement Plan (TIP) that same day.
  • PW-2024-87: Supplement No.1 to PW-2022-94, 2023-2025 Multi-year Consultant Services Agreement with GeoEngineers, Inc
  • Parks Comprehensive Plan: Discuss goals and policies in the parks element of the 2016 Comprehensive Plan.
  • Disposal of Surplus Personal Property through Coordination of Auction Services: Interlocal agreement for the disposal of surplus personal property through the coordination of auction services, between the City of Oak Harbor and Island County.
