ISLAND COUNTY / JANET ST. CLAIR: SAVE THE DATES: 2025 Policy Updates and Information

Dear Constituents,
I want to take a moment in the last couple of months of this year to draw your attention to significant policy and budgetary issues. I normally try to hold a Town Hall once a month or so but will not be holding a Town Hall in November. Instead, I will be joining our Public Health team and the Community Health Advisory Board (CHAB) at the Camano Library on November 5th from 3-5 pm. The purpose of the Open House events and online forms is to welcome our residents to:
- Explore findings from our 2024 Community Health Assessment (CHA)
- Learn about the steps involved in developing a Community Health Improvement Plan (CHIP)
- Provide input on the top health priorities that our community has identified and how public health is planning to address these complex needs in the years to come.

At our October Transportation Town Hall, I was pleased to present information from Rep. Dave Paul, House Transportation Committee, as well as guests from Washington State Department of Transportation. They spoke on ferries, bridges, and the need for funding for our state highways pavement preservation program. They shared projects in Island County and presented an update on Hwy 532, scheduled for significant road improvements in 2028. We concluded with our Camano road shop supervisor sharing information on winter preparedness, snow routes, and the news that we now have a materials storage area on South Camano which will improve snow removal significantly for the south end of Camano. I will hold a December Town Hall earlier in the month due to the holidays. On December 8th, our environmental health team will present information on our pollution control and water quality programs, featuring a successful and innovative community septic system on Camano Island. The meeting will be in-person in the Convergence Room at the Camano Administration Building from 3:30-5:30. If requested, a hybrid, virtual option will be available. Other agenda items may be added and, as always, there will be time for Q&A on any county issues.
Our major work this year continues to be our 20 year Island County Comprehensive Plan, mandated by the State Growth Management Act and updated every 10 years. We are drawing to a close on this important work. I continue to encourage all to stay informed and involved. On November 25, there will be a Public Hearing for the 2026 Work Plan and Docket for the Planning Department. In addition, our most important policy document is our annual budget. It has been a tough year with rising labor, materials and benefits costs, declining revenue from grants, constrained revenues from caps, and unfunded mandates from the State, particularly in law and justice. The Board will present a balanced budget for your review at a Public Hearing December 1st at 10 am. The budget will include a potential levy for law & justice expenditures.
