Negotiations only work when both sides come to the table equally committed to resolution, working together in good faith. Tipping the scales in favor of labor unions to prolongs strikes and raids the unemployment trust fund for workers that were not the intended beneficiaries. SB5041 is a gift from the majority party in the legislature to it’s supporters.
