Council Workshop 3/28/2024 [sic]
(As always in order to keep things short and easy to read, I try to focus on the issues which I think would be of the most interest and as such this is not an exhaustive list of everything discussed. I am always happy to answer any questions)
Inclusive Playground/Windjammer Park Financials
A presentation was given by the parks and rec director/commission regarding having an inclusive playground at Windjammer Park with the focus on playground equipment for those individuals with special needs. The city will be pursuing a grant, diverting some funds, as well as engaging the community for fundraising in the future. The estimated cost at this point is $1,150,000. An update was also given on what the balance of the windjammer park fund balance which sits around 1 million.
Active transportation plan
The final draft of the active transportation plan was presented. It includes things like suggested areas for bike lanes, crosswalks, and general safety. The plan will be used to implement decisions of this nature in the future.
Permanent available funding options for police
Discussion was had on various future funding mechanisms so police can add 4 officers, a receptionist, and a drug detective. Part of it is being funded with an opioid settle and grant. We were presented the long term options for funding which include a sales tax, or a B&O tax. The B&O tax was further explored as to if it should be applied to those businesses grossing 5 million, 1 million, or 100 thousand. Multiple council commented on their preference towards a B&O tax affecting either just businesses grossing over 5 million, or 1 million and up.
Police fleet update
The chief of police expressed his desire to add 1 electric truck and 2 electric Chevrolet EV Blazers. This would be used a bit as a test pilot regarding electric vehicles. The city has had an order in the past 2 years for Hybrid vehicles, but the order has been canceled by the auto manufacturer the last 2 years due to lack of hybrid engines.
