COMMUNITY PARTNER PRESENTATIONS

Whidbey Camano Islands Tourism Presentations

Sherrye Wyatt presented Embrace Whidbey Camano Island Tourism metrics. 

Oak Harbor Garry Oak Society – Application for Washington Historic Registry – Smith Park

Kyle Renninger of the Oak Harbor Garry Oak Society presented his over 200 hours of research into applying to add Smith Park to the Washington Historic Registry. 

PARKS AND RECREATION

Action Item:  Approving the Oak Harbor Garry Oak Society Request for the City to Submit an Application for Smith Park to the Washington Historic Registry

Parks and Recreation Director Brian Smith presented the request to apply. Councilmember Munns made the motion to approve the Oak Harbor Garry Oak Society request and authorize the City of Oak Harbor’s Parks and Recreation Director to apply for Smith Park to be added to the Washington Historic Registry, seconded by Councilmember Hoffmire. The motion passed unanimously. 

Windjammer Park Survey Results and Recommendations

Parks and Recreation Director Brian Smith and Communications/IT Manager Sabrina Combs presented the Windjammer Park Feedback results and requested input from Council for next steps. 

FINANCE

Whidbey Camano Tourism Joint Advisory Board Funding

Finance and Performance Analyst Chas Webster presented information on the funding request from Whidbey Camano Tourism Joint Advisory Board and impacts to the Lodging Tax Advisory Committee (LTAC) funding. 

Business Licenses Update

Finance Director David Goldman presented the background, updates since the transition to the state system, available fee structures, options to consider, and potential economic development activities for Council discussion. 

DEVELOPMENT SERVICES

County Wide Planning Policy

Senior Planner Cac Kamak presented the Island County document for review and Council discussion. 

POLICE DEPARTMENT

Action Item:   Project 25 (P25) Compliancy and Equipment Purchase

Captain Tony Slowik and Chief Kevin Dresker presented the request for a radio frequency and upgrade of current radio equipment. Councilmember Hoffmire moved to authorize staff to proceed with ICOM’s procurement of the Oak Harbor Police Department radio P25 improvement project in the amount of $78,529.00, seconded by Councilmember Wiegenstein. The motion passed unanimously. 

ADMINISTRATION

City Administrator’s Report

City Administrator Blaine Oborn presented his report highlighting the recent Hearing Examiner outcome of a verbal approval to move forward with Fire Station 82. Mentioned his recent receipt of the Credentialed Manager Designation from the International City County Management Association (ICMA). 

Administrator Oborn shared updates from multiple departments and responded to Council questions.
