The City of Oak Harbor issued the following statement in the news section of its website on Wed., Mar. 27, 2024.

Mayor Ronnie Wright announced the promotion of Sabrina Combs as the Interim City Administrator during the March 5, 2024 Regular City Council Meeting. She will be responsible for managing the Administration office, Development Services, Parks and Recreation, and Public Works departments. Deputy City Administrator David Goldman will continue in his role over the Finance Department and financial matters for the City. The Fire, Human Resources, and Police departments will report to the Mayor.

Sabrina responded by saying, “I appreciate the Mayor giving me this opportunity and look forward to working together as a team to achieve the City’s goals.”

Sabrina Combs came to the City of Oak Harbor in 2020 from the City of Bothell where she worked for thirteen years managing multiple multi-million-dollar solid waste contracts, community outreach/events, inter-government relations, emergency management communications, volunteer programs, and other special projects from the Director of Public Works and City Manager’s office.

Among her first duties upon arrival as the City’s Public Information Officer was to close the City to the public in order to implement COVID-19 pandemic response recommendations from local, state, and federal public health agencies. She spent several months working on the communications team for Island County Public Health while continuing to manage her responsibilities at the City of Oak Harbor.

Sabrina is a graduate of Washington State University. In 2023, Sabrina completed the Northwest Women’s Leadership Academy fourth cohort group. The goal of the academy is to provide opportunities for women from diverse backgrounds and experiences to obtain the core skills necessary to move into local government leadership roles.

During her time at Oak Harbor, she was promoted by then Mayor Bob Severns from Public Information Officer to Communications/IT Manager and in 2023 to Executive Services Administrator during the Compensation and Classification process.

In response to the promotion, Mayor Wright stated, “I am appointing Sabrina Combs as Interim City Administrator while we work to further examine the leadership needs of the city over the next several months. I appreciate Sabrina stepping up to take on this responsibility. I am excited to work with Sabrina because she has a passion for our staff and this community. She understands the direction I want to take our City and has a holistic view of how to achieve the goals I have for Oak Harbor.”
