CITIZEN COMMENT PERIOD
The Council did not receive any public comments in advance of the meeting. A comment was received from a member of the public present to request the City add holes for flagpoles along the road to Windjammer Park for events.

COUNCIL COMMENTS
- Mayor Pro Tempore Hizon shared the Island County Emergency Management app Island Ready with the County logo to receive alerts and other great resources. Requested Eric Brooks from Island County Emergency Management to present at a future Council workshop about preparing for emergency events.
- Consideration of Joint Meeting with the Planning Commission – October 24, 2023 at 6:00 pm.
Councilmember Hoffmire moved to hold a joint meeting with the Planning Commission on October 24, 2023 at 6 pm, seconded by Councilmember [Eric] Marshall. The motion passed unanimously.
PUBLIC HEARING & MEETINGS
Brewer Request for Annexation, 860 Quail Lane, Parcel R13327-016-4460, 2.5 Acres
Development Services Director David Kuhl presented the request from the Brewer Family. Director Kuhl showed the location on the map, described the parcels, and available sewer line locations. The proposal has not been routed to other City departments for review because the family has requested that we do not annex the property. Director Kuhl explained that tonight’s action is to conduct a meeting with the applicant to accept or modify the application. The applicant requested that the City deny the annexation request. The City does not allow housing north of NE 16th. Island County is the only agency that can approve a house in this location.
Mayor Severns opened the Public Meeting for comments. Carl Brewer commented because the request to build a house prompted the City to request annexation. Mayor Severns closed the Public Meeting for comments. Mayor Pro Tempore Hizon clarified the request with Carl Brewer, that the City has to reject the request for annexation before Island County can accept the request to build a home on the property.
Councilmember [Bryan] Stucky motioned to deny annexing 2.5 acres of property located at 860 Quail Lane, seconded by Councilmember Wiegenstein. The motion passed unanimously.
OTHER ITEMS FOR CONSIDERATION
Approval for Mayor to sign Letter of Submittal for Law Enforcement Pursuit Technology Grant
Oak Harbor Police Department (OHPD) Captain Slowik presented the Department of Commerce Law Enforcement Pursuit Technology Grant Program. The grant program provides modern technology and training to improve communication between agencies and assist with pursuits. The items include, but are not limited to, tracking equipment, plate reading, drones, and vehicle immobilization. The OHPD can apply for $50,000 based on the number of officers in our department to address items not in our budget and the grant does not require a match. Captain Slowik responded to questions from Council about the grant program.
Councilmember Wiegenstein moved to approve authorizing the Mayor to sign a Letter of Submittal to the Washington State Department of Commerce for the Law Enforcement Pursuit Technology Grant Program. The motion was seconded by Mayor Pro Tempore Hizon and passed unanimously.
