SOUTH WHIDBEY RECORD: The Langley Infrastructure Project (LIP) entered its next phase with the city council’s approval of a contract Monday night. But it was not a unanimous decision, and the hour-long discussion turned contentious.

During a city council meeting this week, Mayor Kennedy Horstman said the city’s financial position is “not fine” and that there is a likelihood an interfund loan will be needed prior to the end of the first quarter, which is approaching soon.
With a dozen citizen-led boards and commissions, the city of Langley is contemplating the possibility of slimming down.
The Port of South Whidbey recently unveiled an updated conceptual plan for “workforce” housing, which foresees units built on top of new concession stands on the Whidbey Island Fairgrounds.
As utility connections are slated to increase in East Langley with the expansion of a major infrastructure project, the city council is considering how to balance concerns about the environment with goals for affordable housing.
