Dear neighbors,
As legislators, we often focus on current issues and future policy. However, I want to take a moment to reflect on past work and its impact on our community.
Even before the pandemic, it was clear that we must do more to improve mental health outcomes for young people. In 2022, I worked with local officials and healthcare providers on the issue and requested funding for a Youth Mental Health program. I’ve secured funding every year since to continue and expand the program to reach more kids in our community.
The funding has allowed Island County to partner with several community organizations to serve young people. For example, Pediatric Associates of Whidbey Island has expanded youth mental health services and parent education. In addition, Big Brothers Big Sisters of Island County created the DINO (Dabble in New Opportunities) program, which provides free hands-on activities, mentorship, and social opportunities for youth ages 6-24.
Since 2022, DINO has engaged over 800 participants and partnered with schools and local organizations to enhance youth mental health and strengthen community connections. The program has also partnered with the Community Resource Center of Stanwood Camano, the Stanwood Camano Arts Advocacy Commission, and the Stanwood Camano YMCA to provide a host of activities for young people.

Looking ahead, I am committed to securing an additional $450,000 in state funding for Social Outreach, Adventure, and Resilience (SOAR) programs in our community. You can read more about DINO and SOAR programs in the Whidbey News-Times.
An Update from the Chair

As you may know, I am Chair of the House Postsecondary Education & Workforce Committee. As a longtime educator and ongoing member of this committee, I’m excited about the work we’ve accomplished so far this session to make higher education more accessible, expand pathways to vocational training, and streamline licensing regulations in industries experiencing workforce shortages.

One bill I’m particularly excited about is House Bill 1273. This legislation will improve access to dual credit programs, particularly career and technical education. By coordinating regional efforts, developing a comprehensive catalog of dual credit courses, and aligning CTE programs with postsecondary pathways, dual credit programs can lead to higher rates of college enrollment, persistence, and completion.
