Jessie Stensland reports in the Whidbey News-Times: The Washington Court of Appeals has affirmed Island County Superior Court Judge Alan Hancock’s decision overturning the City of Oak Harbor’s approval of a low-income housing project downtown. The project, proposed by the Low Income Housing Institute (LIHI), was opposed by the Oak Harbor Main Street Association.
