ELECTIONS 2025: Offices on the Ballot


Below is a list of the Island County elected officials whose positions are on the ballot in 2025 along with the current occupant of each office. Note, however, that incumbents may choose not to run for re-election, so some of the people listed will not appear on ballots this year.
When elected officials vacate their office, their positions are filled by appointment. Washington state law requires that these positions are then filled in the next election at which the office may be on the ballot. For example, North Whidbey Fire & Rescue Commissioner Robert Miller was appointed in Mar. 2024 to replace the T.J. Lamont, who had resigned. Mr. Miller will serve until a successor is elected in Nov. 2025 to serve the remainder of Mr. Lamont’s term. Should Mr. Miller be defeated in the election, or choose not to run for office, his successor would be sworn into office after the election is certified.
In some cases, the position filled by an appointee is already scheduled to be on the ballot this year. For example, James Marrow was appointed to Position 5 on the Oak Harbor City Council after Shane Hoffmire resigned. Mr. Hoffmire’s term ends on Dec. 31, 2025, so the voters in Oak Harbor would be voting for his position in November. Candidates who file for this position in 2025 will be elected to serve out the balance of Mr. Hoffmire’s term PLUS the regular four-year term from Jan. 1, 2026 to Dec. 31, 2029.
Citizens interested in running for office must file with the Island County Auditor or Secretary of State during Filing Week, May 5-9, 2025. They must also file with the Public Disclosure Commission (PDC).
Except as noted below, all officials serve four-year terms and are elected on a nonpartisan basis.

CITY OF OAK HARBOR |

This election will be for the remainder of Chargualaf’s full term, which ends Dec. 31, 2025, and the succeeding four-year full term, which ends Dec. 31, 2029. Position 4: Melissa Hartman Commissioner Hartman was appointed after the resignation of Melissa Smith, who had been appointed to replace Steve McCaslin. This election will be for the remainder of McCaslin’s full term, which ends Dec. 31, 2025, and the succeeding four-year full term, which ends Dec. 31, 2029. Position 5: David Guy Commissioner Guy was appointed after the resignation of James Marrow. Ed. Note: The situation at the Port of Mabana is highly unusual. We reached out to Island County Elections Supervisor Michele Reagan, who provided the following explanation.
Position 1 – This position would normally be on the ballot this year according to its scheduled term. It is currently being held by an appointee (Kerri Jones – appointed 7/5/22). No candidates filed for the office in 2023, so the incumbent remains in place and the office will be on the ballot as a short and full term.
Position 2 – This position was on the ballot in 2023 for its regular term, but no candidate filed to run. The incumbent (Jeff Elliott – elected in 2019) remained in place and the position is on the ballot this year for a 4 year unexpired term.
Position 3 – This position is currently held by an appointee (Cynthia Richards – appointed 02/07/23). No candidates filed for the office in 2023, so the incumbent remains in place. The position is on the ballot this year for a 2 year unexpired term.
