Below is a list of the Island County elected officials whose positions are on the ballot in 2025 along with the current occupant of each office. Note, however, that incumbents may choose not to run for re-election, so some of the people listed will not appear on ballots this year.

When elected officials vacate their office, their positions are filled by appointment. Washington state law requires that these positions are then filled in the next election at which the office may be on the ballot. For example, North Whidbey Fire & Rescue Commissioner Robert Miller was appointed in Mar. 2024 to replace the T.J. Lamont, who had resigned. Mr. Miller will serve until a successor is elected in Nov. 2025 to serve the remainder of Mr. Lamont’s term. Should Mr. Miller be defeated in the election, or choose not to run for office, his successor would be sworn into office after the election is certified.

In some cases, the position filled by an appointee is already scheduled to be on the ballot this year. For example, James Marrow was appointed to Position 5 on the Oak Harbor City Council after Shane Hoffmire resigned. Mr. Hoffmire’s term ends on Dec. 31, 2025, so the voters in Oak Harbor would be voting for his position in November. Candidates who file for this position in 2025 will be elected to serve out the balance of Mr. Hoffmire’s term PLUS the regular four-year term from Jan. 1, 2026 to Dec. 31, 2029.

Citizens interested in running for office must file with the Island County Auditor or Secretary of State during Filing Week, May 5-9, 2025. They must also file with the Public Disclosure Commission (PDC).

Except as noted below, all officials serve four-year terms and are elected on a nonpartisan basis.

TOWN OF COUPEVILLE
Town Council: Two of five council positions are on the ballot this year.
Position 4: Michael Moore
Mr. Moore stated after the Feb. 11, 2025 town council meeting that he did not intend to run for another term.
Position 5: Pat Powell
CITY OF LANGLEY
City Council: Three of five council positions are on the ballot.
Position 1: Harolynne Bobis
Position 2: Rhonda Salerno

CITY OF OAK HARBOR
City Council: Four of five council positions are scheduled to be on the ballot this year.
Position 4: Barbara Armes
Councilor Armes was appointed after the resignation of Dan Evans. This election will be for the remainder of Evans’ full term, which ends Dec. 31, 2025, and the succeeding four-year full term, which ends Dec. 31, 2029.
Position 5: James P. Marrow
Councilor Marrow was appointed after the resignation of Shane Hoffmire. This election will be for the remainder of Hoffmire’s full term, which ends Dec. 31, 2025, and the succeeding four-year full term, which ends Dec. 31, 2029.
Position 6: Jim Woessner

WHIDBEY ISLAND PUBLIC HOSPITAL DISTRICT
Commissioners: Two of the five commissioner positions are on the ballot. Hospital commissioners serve six-year terms.

OAK HARBOR SCHOOL DISTRICT (NO. 201)
Directors: Two of the five director positions are scheduled to be on the ballot.

COUPEVILLE SCHOOL DISTRICT (NO. 204)
Directors: Three of the five director positions are scheduled to be on the ballot.
Position 2: Nancy Conard. Note that candidates for Position 2 must live within Director District 2. See this map.
Position 3: Bryan Sherman. Note that candidates for Position 3 must live within Director District 3. See this map.
Position 5: Morgan White. Position 5 is an “at large” position; candidates may live anywhere within the school district.
SOUTH WHIDBEY SCHOOL DISTRICT (NO. 206)
Directors: Two of the five director positions are scheduled to be on the ballot.
Position 2: Andrea Downs. Candidates for Position 2 must live in director district 2; see the map at this link.
Position 5: Ann M. Johnson. Position 5 is an “at large” position; candidates may live anywhere in the district.
STANWOOD-CAMANO SCHOOL DISTRICT (NO. 401)
Directors. Two of the five director positions are scheduled to be on the ballot.
Position 1: Albert Schreiber. Candidates for Position 1 must live in director district 1; see the map at this link.
Position 2: Charlotte Murry. Candidates for Position 2 must live in director district 2; see the map at this link.
PORT OF COUPEVILLE
Commissioners. One of the three commissioner positions is scheduled to be on the ballot. In addition, due to a resignation, a second position will also be on the ballot. Candidates must live within the commissioner district their position; see the map at this link.
District 2: John S. Mishasek
District 3: Martin Vandepas.
Commissioner Vandepas was appointed after the resignation of John Callahan. The position will be on the ballot in 2025 to fill the remainder of Callahan’s term, which expires on Dec. 31, 2025, and the succeeding four-year full term, which ends Dec. 31, 2029.
PORT OF MABANA
Commissioners. One of the three commissioner positions is scheduled to be on the ballot. In addition, due to vacancies, the other two positions will also be on the ballot. Commissioners serve six-year terms.
Position 1: Kerri Jones.
Position 2: Jeff Elliott.
Position 3: Cynthia Richards.

PORT OF SOUTH WHIDBEY
Commissioners. One of the three commissioner positions is scheduled to be on the ballot. Commissioners serve six-year terms, and must reside in the commissioner district they seek to represent; see the map at this link.
District 3: Curt Gordon
FIRE DISTRICT NO. 1 (CAMANO ISLAND FIRE AND RESCUE DISTRICT)
Commissioners. Two of the five commissioner positions are scheduled to be on the ballot. In addition, due to resignations, two more positions will also be on the ballot. Commissioners serve six-year terms.

Commissioner Foster was appointed after the resignation of Kelly Yadon. The position will be on the ballot in 2025 to fill the remainder of Yadon’s term, which expires on Dec. 31, 2027.
Position 4: Paul Williams

Commissioner Carlstrom was appointed after the resignation of Kelly Yadon. The position will be on the ballot in 2025 to fill the remainder of Yadon’s term, which expires on Dec. 31, 2027.
NORTH WHIDBEY FIRE AND RESCUE DISTRICT
Commissioners. One of the three commissioner positions is scheduled to be on the ballot. In addition, due to a resignation, a second position will also be on the ballot. Commissioners serve six-year terms.
Position 1: Robert Miller
Commissioner Miller was appointed after the resignation of T.J. Lamont. The position will be on the ballot in 2025 to fill the remainder of Lamont’s term, which expires on Dec. 31, 2029.
Position 2: Marvin D Koorn
CENTRAL WHIDBEY FIRE AND RESCUE DISTRICT
Commissioners. One of the three commissioner positions is scheduled to be on the ballot. Commissioners serve six-year terms.

SOUTH WHIDBEY FIRE/EMS DISTRICT

Position 2: Mike Noblet
NORTH WHIDBEY POOL, PARK AND RECREATION DISTRICT
Commissioners. Three of the five commissioner positions are scheduled to be on the ballot.
Position 2: William Larsen
Commissioner Larsen was appointed after the resignation of John Chargualaf. This election will be for the remainder of Chargualaf’s full term, which ends Dec. 31, 2025, and the succeeding four-year full term, which ends Dec. 31, 2029.
Position 4: Melissa Hartman
Commissioner Hartman was appointed after the resignation of Melissa Smith, who had been appointed to replace Steve McCaslin. This election will be for the remainder of McCaslin’s full term, which ends Dec. 31, 2025, and the succeeding four-year full term, which ends Dec. 31, 2029.
Position 5: David Guy
Commissioner Guy was appointed after the resignation of James Marrow. This election will be for the remainder of Marrow’s full term, which ends Dec. 31, 2025, and the succeeding four-year full term, which ends Dec. 31, 2029.
SOUTH WHIDBEY PARKS AND RECREATION DISTRICT
Commissioners. Two of the five commissioner positions are scheduled to be on the ballot.

CEMETERY DISTRICT ONE (MAPLE LEAF CEMETERY)
Commissioners. One of the three commissioner positions is scheduled to be on the ballot. Commissioners serve six-year terms.
